I don't know why it isn't working. Ask Windows.
You're going to have to dig deeper. The good news is that you may learn
to be more self-reliant in the process, and less prone to plaintive
"HELP ME PLEASE" posts. (is this kind of shameless begging considered
polite where you are from? I find it annoying.)
There is some information about debugging Windows SAN booting problems
on our website here:

Try to get Windows to tell you why it doesn't boot. Then perhaps you'll
get more help.
Have you gotten a wireshark or tcpdump packet capture that we can look
at to see what the conversation between the server and the client machine?
If you don't know how, then it's time you learned. Your effort may help
others.
[ I am assuming that others have gotten this to work. Can anyone verify
that they have a working setup similar to what this fellow has? (Windows
Server 2003 iSCSI booting with password authentication). ]
If you can get Windows to explain what it thinks is wrong, we might be
able to help you further.
Personally, I am getting a little tired of your messages because of how
you ask your questions, and because I have little confidence that even
after painful hours of debugging with you that you will appreciate the
effort, and will contribute back anything of value.
Please show that you are serious about debugging and dig more deeply
into the problem.
That's my honest view of this.
