I don't think it does. I think what is says is that the time resources 
of those people who decide which patches will go in the main repository 
are limited right now.

What I want to read from you is "How can I help make things better?" :)

Clearly lots of people are contributing patches, nice work is going on, 
and it is greatly appreciated.  It will get to the release tree when we 
can do the careful review it (and our community) deserves.

Lots of people are helping in many wonderful ways, large and small.

The patch queue is a little backed up right now because that function 
requires time and care, and those who do it are otherwise occupied. 
It's not something everyone can do.

If there is something you would like to do to help, please do it, or 
suggest it.
