Good day Ryan,

Unless your iSCSI target (server) software knows how to read VHD/VMDK
files and serve the HDD image, you must use raw (sector-by-sector)
images.  If you have the ability to attach your VHD/VMDK file to the
iSCSI server as a disk, then your iSCSI server could simply serve that
attached disk.
