[gPXE-devel] Licencing GPLv2

In an effort to iron out some licencing tracking, I've begun by adding
the FILE_LICENCE() macro to some files where the licence was explicitly
mentioned in the files themselves.

A patch which addresses some "GPL version 2"-licenced files can be found
in the staging repository at:
