Yes; the dependency on e.g. $(PARSEROM) was intended to represent a dependency 
on ./util/parserom.pl; it was never intended to include a dependency on 
/usr/bin/perl.  It's just coincidence that the unintended dependency on 
/usr/bin/perl had no effect.
